FOR IMMEDIATE RELEASE

Calgary, Alta. — Calgary Housing has broken ground on the largest development project in the company’s history. A multi-phase development supported by funding from The City of Calgary, the Government of Alberta and the Government of Canada, Southview is expected to house more than 1,000 Calgarians when both phases are completed.

“Southview marks a major milestone in Calgary Housing’s role as a developer,” Calgary Housing interim President and CEO Bo Jiang said. “These homes will help address the housing need that has grown in the city in recent years and is a wonderful example of the Government of Alberta’s Stronger Foundations affordable housing strategy in action.”

Phase 1 of Southview is a mid-rise development with 250 homes, in a mix of 1-, 2-, 3-, and 4-bedroom layouts serving more than 600 Calgarians. Ten per cent of the units will be barrier-free and the buildings will exceed the National Energy Code of Canada for Buildings (NECB 2020).

“Every Calgarian deserves the dignity of a safe place to call home. That why breaking ground on phase one of this major affordable housing development is an important step for Calgary,” said Mayor Jeromy Farkas. “Council proudly supported a $31.2 million capital investment in this development during City budget deliberations last November. Our provincial and federal government partners also made major investments in this project. It is critical that we celebrate when all governments work together to address affordability challenges for Calgarians living on lower incomes.”

Opportunities for entrepreneurship at Southview will be built-in with live-work units and co-working spaces. Other amenities include a residents’ lounge, rooftop patio, secure bike storage and landscaped surroundings to help improve quality of life for its residents.

“When we talk about what good density and truly affordable housing look like, Southview delivers on every front. Across both phases, more than 1,000 new residents will be able to live in a mixed‑income community with homes ranging from one to four bedrooms. This is how we build a complete neighbourhood close to the inner city, with accessible connections to International Avenue and transit,” Ward 9 Councillor Harrison Clark said. “Southview development is exactly the kind of thoughtful, inclusive growth Calgary needs more of as we continue to build our city.”

Southview will be operated as part of Calgary Housing’s mixed income housing portfolio, offering a wide range of rents in a perpetually sustainable operating funding model. Rents just below market rates help to fund more deeply affordable rents and fund maintenance costs, eliminating the need for operating funding from governments.

“Every Albertan deserves access to safe, affordable housing close to the services and opportunities they need to thrive. Southview is a great example of governments and community partners working together to increase housing supply, strengthen communities and help more Albertans find a place to call home,” said Minister of Assisted Living and Social Services Nathan Neudorf.

Calgary Housing’s Southview development will sit on land that formerly had provincial social housing, returning affordable housing to the site that sits just off International Avenue (17 Avenue S.E.). The location is near community amenities like grocery stores, schools, parks, public transit, restaurants, health care and childcare, and is a short drive from downtown.

“Our government is committed to building more homes and supporting complete communities across the province. Southview will help meet growing demand and support long-term community growth in Calgary. In partnership with the City and Province, we are proud to support a project that will create lasting benefits for families and future residents,“ said Corey Hogan, Parliamentary Secretary, Member of Parliament for Calgary Confederation on behalf of the Honourable Gregor Robertson, Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada.

Construction of Phase 1 is expected to be completed in Q1 2028, with residents moving in shortly after. Phase 2 is currently in planning.

-30-

Southview Phase 1 funding breakdown:

Source:

Amount:

Calgary Housing

$43.9 million (in equity and mortgage debt)

The City of Calgary

$31.2 million

Government of Alberta (with cost matching from the Government of Canada)

$28.6 million

Government of Canada

$340,000

TOTAL

$104 million

Read more about the Southview development here.

FOR IMMEDIATE RELEASE

Calgary, Alta. — Calgary Housing and Rohit Homes, with funding support from The City of Calgary, The Government of Alberta and the Government of Canada, announced the start of construction of new affordable housing, breaking ground at Midfield Heights.

“Our innovative approach with Rohit Homes will deliver more affordable housing for Calgarians,” Calgary Housing interim CEO Bo Jiang said. “Last June we sought approval from The City of Calgary to pursue purchase and partnership opportunities across the sector to increase the supply of non-market housing. Thank you to Calgary City Council, the Government of Alberta, and the Government of Canada for their funding support to make this development happen. Midfield Heights will leverage the expertise of Rohit Homes to maximize value for those public dollars to help house more Calgarians.”

The development will include a mix of 176 studio, 1-, 2-, and 3-bedroom homes and will become part of Calgary Housing’s mixed-income housing portfolio, creating steady housing for Calgarians living on lower- and moderate-incomes. In the mixed-income housing model, rents just below market rates help to fund more deeply affordable rents and cover maintenance costs, reducing or even eliminating the need for operating funding from governments.

“Midfield Heights reflects what strong partnerships can achieve,” said Adil Kodian, Executive Vice President of Rohit Homes. “By working closely with Calgary Housing, we’ve been able to structure a project that prioritizes delivery, cost certainty, and long-term value. We’re excited about what this unlocks—not just for this project, but for what comes next—and we’re actively looking to work with more non-market housing partners to bring this approach to other communities.”

With their homes at the northwest corner of the greater Midfield Heights site, residents will have ready access to a range of community amenities, including emergency response, education, shopping, recreation, green space, transportation and transit.

“Returning affordable housing to Midfield Heights is the right thing to do. Thank you to our provincial and federal government partners for joining the City investment in this much needed housing. Last December this Council unanimously supported direct funding of $10 million and granted authority to Calgary Housing to take on the mortgage that allowed this project to happen,” Calgary Mayor Jeromy Farkas said.

“Today, we’re showcasing an innovative model, working with private industry to deliver great value for the capital investment funded by Calgarians, Albertans, and Canadians. And Midfield Heights is a great place for Calgarians to live, being so close to schools, shopping and transit.”

The new development is a pioneering approach to building affordable housing, introducing a turnkey acquisition and development method for non-market housing. The result will be more homes constructed more quickly, for a construction cost per-home significantly lower than publicly-procured construction contracts, due to the economies of scale offered by Rohit Homes through integrated planning, design, construction, and execution. This new development also introduces a new model for how the development of non-market affordable housing can be structured and delivered in Canada.

“There is a unique energy at a groundbreaking like this — the sound of a community growing. At Midfield Heights, we’re not just moving dirt, we’re delivering 176 new affordable homes for Calgarians. Through a $20 million investment from our government, alongside our municipal and federal partners, we’re taking real action to build the homes Albertans need,” Minister of Assisted Living and Social Services Jason Nixon said.

This development returns affordable housing to Midfield. As master developer, The City of Calgary announced plans in 2021 for the 24-acre site as a mixed-use development with retail, office spaces and residential units.

“This announcement marks an important step forward in addressing Calgary’s growing housing needs. These new homes will create more opportunities for families, workers, and future residents to put down roots and thrive in our city. We will continue working with our partners to bring homes to Calgarians,” said Corey Hogan, Parliamentary Secretary, Member of Parliament for Calgary Confederation on behalf of the Honourable Gregor Robertson, Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada.

Midfield Heights Development Funding Breakdown

Source:

Amount:

The City of Calgary

$10 million

Province of Alberta (with cost matching from the Government of Canada)

$20 million

Calgary Housing

$31.2 million (in equity and mortgage debt)

TOTAL

$61.2 million

Read more about the Midfield Heights development here.

About Calgary Housing

Calgary Housing (CH) is the largest provider of safe and affordable housing solutions in Alberta, serving more than 27,000 Calgarians.
FOR IMMEDIATE RELEASE

Calgary Housing (CH) and Rohit Homes are partnering on an acquisition and construction deal for new purpose-built rental housing at Midfield Heights. The planned development of 176 rental homes will expand access to high-quality, non-market housing in Calgary. This new development also introduces a new model for the development and delivery of non-market housing in Canada.

Located in northeast Calgary, Midfield Heights represents an opportunity to reintroduce a new form of mixed-income housing to the area, building on the site’s longstanding history while advancing a modern approach.

The partnership is built around an integrated, fixed-price delivery approach that brings together planning, design, construction, and execution under a single coordinated model. By aligning these elements from the outset — and shifting key development and construction responsibilities to one partner — the approach is designed to provide greater cost certainty, reduce delivery complexity, and accelerate timelines. Calgary Housing and Rohit Homes both gain greater certainty through this approach.

This model enables the delivery of housing at a cost meaningfully below publicly-procured construction contracts, while maintaining quality, accessibility, and long-term durability.

“Midfield Heights allows us to think differently about how non-market housing gets built,” said Calgary Housing interim President and CEO Bo Jiang. “By structuring the project for certainty and accountability from day one, we’re able to focus on outcomes, delivering more homes faster, while maximizing value for public dollars.

“This development is just one of the ways that Calgary Housing is increasing affordable housing supply for Calgarians using our build/buy/partner strategy.”

At Midfield Heights, the development is being designed to support a range of housing needs, with an emphasis on accessibility, livability, and long-term integration. The development will advance strong sustainability performance, with energy-efficient design and building strategies that target performance above current code requirements, supporting long-term environmental and operating efficiency.

For Rohit Homes, the partnership represents an expansion into non-market housing, applying its fully integrated development platform to support public-sector housing objectives.

“We believe the fastest path to more affordable housing is private builders and non-market operators working side by side,” said Adil Kodian, Executive Vice President of Rohit Homes. “At Midfield Heights, we’re applying 40 years of experience in design, construction, and delivery to support Calgary Housing in creating a model that delivers more housing, faster, and at meaningfully lower cost.”

The model reflects a broader shift toward partnership-driven housing solutions, where public and private sectors collaborate to unlock new efficiencies and deliver stronger affordability outcomes.

Calgary Housing is marking a milestone at the Mount Pleasant affordable housing development.

The buildings for the 16 homes are closed in and siding is being installed. This means internal works like plumbing, electrical, HVAC and finishing can continue, as part of meeting the summer 2026 completion target.

“We’re very excited to have the 16-home development closed-in from the elements,” said Bo Jiang, interim President and CEO of Calgary Housing. “The crews have made good time in getting to this stage in the construction, and it’s enticing for area residents to begin to see the vision we’ve had for these homes.”

When the building envelope work is completed, it will save 24 per cent more energy than the minimum building code by using triple-glazed windows, improved air tightness and better insulation practices, as part of carefully considered use of sustainable design elements.

Construction began in April 2025 after The City of Calgary signed over development management authority to Calgary Housing in September 2024.

The development, anticipated to serve 45 residents, features on-site parking and has an existing playground and off-leash dog park on the same block. The 16 homes are designed to visually fit into the existing neighbourhood and use high quality materials to help cut down on maintenance.

This development is a collaborative affordable housing effort supported by the Government of Alberta and City of Calgary, and will operate under the mixed-income housing model.

The mixed-income model is a sustainable form of housing that serves Calgarians living on lower- and middle-incomes by offering a wide range of rents in a perpetually sustainable funding model. Rents just below market rates help to fund more deeply affordable rents and fund maintenance costs, eliminating the need for operating funding from governments.

Calgary Housing is looking forward to completing the construction work and welcoming residents later this year.

Calgary Housing is proud and grateful to have Calgary City Council’s unanimous approval of first reading of borrowing bylaws to access $109 million in self-supported mortgage debt, and for Council’s unanimous support for Councillor Schmidt’s related notice of motion for $10 million from The City’s Housing Land Fund to support a 176-home acquisition project located in Ward 4. This work will include pursuing private sector partnerships to deliver hundreds of homes for more than 2,200 Calgarians.

This growth will represent a nine per cent increase in the number of Calgarians that Calgary Housing (CH) serves, and confirms CH’s place as the largest non-market housing provider in the city and province.

We would like to thank Mayor Farkas and every Councillor for their unanimous support and for their strong endorsement of the mixed-income housing model that is at the core of CH’s ongoing fiscal and housing successes.

The self-supported mortgage debt will go towards capital expenditures like land acquisition and construction of new homes. When combined with the significant support pledged from the provincial and federal governments, these funds will help unlock construction on 700 homes. And under the mixed-income model, the operating costs of those homes will be self-sustaining, funded by rent revenues collected across the portfolio.

“Building on decades of serving thousands of Calgarians, we’re proud to be The City of Calgary’s developer of mixed-income housing,” CH President & CEO Sarah Woodgate said.

“Today’s decision will help get thousands of more Calgarians into housing they can afford, across the city.”

“Council’s decision helps Calgary Housing further our goal to buy, build, and partner to increase housing supply and choice for Calgarians.”
