IMPORTANT: Transition from MERX to SAP Ariba

New Sourcing System SAP Ariba

The new SAP Ariba system will replace Calgary Housing Corporation’s (CHC) current electronic sourcing system, MERX, and will be free for suppliers to access and respond to CHC procurement opportunities.

As of October 1, 2022, CHC will issue all new procurements through SAP Ariba and, in response, Suppliers will be required to electronically submit their bids through SAP Ariba. Any existing procurement opportunities that were advertised before this date will continue to be completed in The City’s current e-bidding environment, MERX.

Suppliers are required to have an account on the SAP Business Network / Ariba Discovery to bid on CHC opportunities. Creating an account is at no cost to the Supplier. Notices will continue to be posted on Alberta Purchasing Connection (APC) with a link to Ariba Discovery.

About CHC Supply

Calgary Housing Company (CHC) Supply is responsible for the purchase of all goods and services required by CHC, and for ensuring that these purchases are fair and transparent.

Supply supports CHC requirements through:

  • tendering and competitive bidding
  • explaining standard Supply/CHC Requirements
  • developing and maintaining relationships with suppliers


CHC tenders and bid opportunities are posted on until September 21, 2022. Beginning on October 1, 2022 all procurement opportunities will be posted on SAP Ariba.

Contractor and supplier qualifications may include:

  • Certificate of Recognition (COR)
  • Insurance
  • Workers’ Compensation coverage
  • Technical ability and/or trade certification
  • Experience
  • Work history
  • Additional qualifications may be required for specific purchases deemed appropriate by Calgary Housing Company.


Contractor and supplier responsibilities

  • Stay informed of current or upcoming procurement opportunities.
  • Submit responses that meet all CHC requirements as detailed in procurement documents (e.g. Expressions of Interest, Request for Proposals, Tenders, etc.).
  • Submit responses prior to time specified on procurement documents.
  • Ensure insurance documents, safety certificates, COR certificates and WCB clearance documents are current.

Bid documents must be received on or before the specified closing date. Suppliers are required to submit their bids electronically.



  • Depending on the category, opportunities that require prequalified bidders may not be advertised.
  • CHC invites any interested bidder who can fulfill the bid requirements to respond to advertised opportunities.
  • Vendors are responsible for staying informed of current or upcoming procurement opportunities.

Contractor and Supplier Policies

Procurement policies, procedures and practices are governed by legislated requirements, applicable trade agreements, and governing policies and guidelines.
