The Hillhurst 1 Rejuvenation Project, located at 411 14 Street N.W., is a major capital renewal initiative led by Calgary Housing to extend the service life of an aging affordable housing building while improving safety, building performance, and long term sustainability.

Originally built in 1971, Calgary Housing’s Hillhurst 1 apartment building on reached a point recently where most of its major systems – like the fire alarm system, electrical systems and plumbing – and the condition of the finishings had reached end of life, directly affecting quality of life for residents. The core structure of the building was still sound, leading to the redevelopment project. Also, at the time the building’s insulation was installed, the building code allowed for asbestos to be used for insulation, a substance that has since been found to be harmful to human health if disturbed.

Since replacing the building’s vital systems would disturb the insulation, Calgary Housing determined the best course of action to ensure the building could still operate as affordable housing was to replace those systems. Residents were supported to relocate to other CH properties before abatement work began.

With the abatement and remediation work completed by a certified company, Calgary Housing is starting work to replace the entire building’s contents. Planned work includes replacing the systems that bring heat, power, water and telecommunications, as well as rebuilding all the suites. When the work is completed, the building will have improved energy efficiency via improved insulation, better windows and an upgraded HVAC system, and interior and exterior finishes will be upgraded.

With an anticipated completion of Q4 2026, the work will extend the building’s lifespan for at least five decades. When completed, the rejuvenated building in the heart of Hillhurst will have 80 2-bedroom homes, retail spaces on the main floor and be home to an estimated 160 Calgarians.

Development Updates

March 2026

Interior demolition has been completed, and exterior demolition is nearing completion, with approximately 80 per cent of the work finished. Installation of the concrete slab for the future main floor retail space is underway. Interior framing and mechanical and electrical rough ins are ongoing.
